Succeeds Birkoff as Head of Communications at end of S4 as a Level 2 operative. Seems to work well under pressure as shown in teaser when she is introduced. Not much is known about Quinn but we can assume she has been in Section for awhile since her abilities allow her to take Birkoff's position.
